And, as Philip said during the session (or someone else did during Q it might be in the paper, which I haven't read yet), several of the largest states have laws making confidentiality clauses unenforceable on public institutions.

That's a start. I presume that's how we got the University of California's "$8 million for ScienceDirect" announcement.

(I agree: The proposal is a sensible and worthwhile one, which is par for the course for Davis. Let's hope something comes of it.)
